How do I replace a leaky flexible water supply line that goes from the floor into the commode?

Question

Flexible water supply line--which is connected to the commode is leaking at the place it comes through the floor. It has no visible connectors holding it together. I am not sure as to how to fix this.

where is the angle stop plumber, if something ever happened how do they turn off the water, it must have a angle stop but where did they hide it!
