If its Win XP you need to turn on the system, Hold down the Ctrl key and then keep on tapping the F11 key. Then you can restore the machine to factory settings.

If its Win Vista turn on the system keep on tapping F8, and then choose Repair your computer. then put in your log in name and password. then select the last option Dell Factory image restore.

If this does not work you need to reinstall using the cds that came along with the system. If you don't have any Dell can send you one free of charge.
