How do I save my oak tree?

I have an oak tree in front of my apartment that has been over watered for almost 2 yrs now. My neighbors & I have been complaining to the management since it started, but they don't care. They did lessen the water spillage, but not stop it. The tree still has leaves, but not that many. I was just wondering if there is anything that we can do or if it's too late.

Hmmm sounds like you have you have yourself a problem. Try making a small hole around the tree. Kind of like an ant whole so that there is a bit of a drop like a moat around the tree. This will enable the tree to take in more water.
