How do I set my Yahoo 360 blog so that any stranger and non 360-member can post a comment?

I believe that I have set all my comments settings to public. However it seems that comments can still only be posted by Yahoo 360 members. Is this true?

Only 360 members can post comments on your 360 page. If you set your settings to public, this will let anyone with a 360 page post comments on your page.

It was a time when you did not need to be a member of 360 but they changed that because some of the public  people were not nice.
