How do I setup a new FM station in Singapore?

I feel that there is a huge potential to come up with a FM station for the Indian community in Singapore. Can anybody tell me the steps I need to go through to set up a new FM station in Singapore?

A few questions that I am looking at :

1. Initial Setup Cost

2. Licensing Issues - How easy or how difficult ?

3. Any other info ?

I think it's impossible to set up a new FM station exclusively for the Inidan community in Singapore simply because this is a Government controlled business and politically sensitive arena.
