How do I setup bluetooth on windows vista?

On my computer when I try to setup bluetooth, I open it then click "New Connection" then it opens up a box, then I click next, then it says "Searching for devices" then after about 4 seconds a pop up appears and says " Unable to detect remote device.", how do I fix this?

And is it possible to send videos from the computer to the phone?
