How do I speed a video up?

Question

I have seen on youtube, facebook, and myspace that people can make their videos speed up a little, and make their voices squeaky. Is this an option when downloading the video onto your computer? Or do you have to have a certain camera?

Or do you go to a website? I know that you can go to youtube and find popular music that has a chipmunk version of the song but that's not what I'm looking for.... Please help me!

when you have a video clip from your camera  on your computer..

you can edit it with Windows Movie Maker..

there you can speed it up and make it sound like the chipmunks.. xD
