    There are active people on Yahoo Groups about Panama.

    Join them and then announce your Watchdog group and invite members to join.

    You can share information about good and bad contractors, developers, etc.

    You can announce in person meetings where you can all get together in one meeting room and get to know each other.

    The Yahoo Groups are perfect for what you want to do.
