How do I start a home based business?

And what could I do? We don't really have the income to do anything major, my husband and I make about $1800 per month combined and our bills alone come to $1600. So it would have to be something small but with a good amount of income.

You need to find a business model that works on leverage - one that builds networks, so that you get residual income.  It should be about doing the work once and building it up, but continually getting paid for it.  You have to find such a home business by selling a product or service that you believe is worthwhile.

You could do pampered chef or something like that if you are in a place with good resources for people. If you have a lot of friends and family that can help you start up your shows and such and go from there.... I think the starter kit for the pampered chef is like 200.00.. (I did it for a little bit, that is why I know) I would just go to pamperedchef.com and there is a place where you can find someone in your area to help you get started. That is the only home based business I know of right now.

Offer some type of service online, as opposed to selling something tangible.  If you got transportation, doing something door-to-door would be something practical.

I have a home based business. I started it back in November. You have the option to start your business for free, so you don't have to worry about losing any money. The income potential is great, you just have to be willing to work your business.
