How do I start an on line wine store

is there a way to sell wine on-line? or to set up a web page that would let me sell on-line only???

Sure, you can sell anything on line.  That said, it might be easier if you had a physical location, ie a wine shop.  With a wine shop, you could then put a website together, detaling your selection.  With or without a wine shop, you will still need to work out the warehousing and logistics of moving wine from point A (winery) to point B (you) to point C (online buyer).  And more than likely, you will require a liquor or wine licencse anyways, so start a wine shop and then establish your on line presence.  Good Luck

Since wine , beer and liquor are highly taxed items, I don't believe that most states would allow the sale through the internet. You would have to check the laws of each state and the restrictions placed by the liquor control commission.
