It depends on the state you live in.  

In addition to any licensing or bonds you'll need equipment, insurance (contractor's general liability), business cards, a way to advertise.  Draw up a business plan, estimating sheets and price lists, and contracts.

You should also familiarize yourself with the laws in the towns you'd be working in to see which, if any, require permits or have other rules you should be aware of.
