As been said all ready, you have to apply, and be accepted as a potential immigrant to Canada. The higher your score on the self assessment  test, above  the minimum of 67 points, the better. It is based on your formal education, work history, actual skills and good health. You  must also be able to suport your self in Canada, for a year, with your own funds, in case you  don't get a job quickly upon arrival.

It is a competition, and you  are competing  with hundreds of thousands of others, from all over the world. Americans get no special treatment in the immigration process. It will take  you from three to four years to complete the whole process, and arrive here in Canada.

    Good Luck .

  2. You need to first determine if you are even eligible to come here. Not just anyone can move to Canada because they want to.

Your first stop should be to look through http://www.cic.gc.ca There is a self-assessment quiz on that website. Take it, fix any weaknesses that may show up and then contact the closest Canadian embassy to where you live.

Government? Ours is a parliamentary democracy with the prime minister as the head of government and HM Queen Elizabeth II as the head of state.
