How do I stop this? "Insure Internet Activity" warning. Can't surf for this stupid ad. Can anyone help??

If I open the internet, this pops up and wants me to buy the On line Security Scanner, I have to cancel that, the agree to move on "unprotected". It is real pain. Can anyone help me stop this? I have AVG virus protector already running.
