How do I submit a complaint about a Yahoo hosted store site?? Do they have a complaints area like ebay??

We ordered from http://511tacticaldirect.com/ items we needed right away, we paid for 2 day air on the 28th of July. Well on Tuesday we received an email from them saying our order would be shipped on the 2nd of July, so I called the place left a message no call back, so I called this morning and the guy tried to tell me he emailed us and told us it was back ordered, needless to say that never happened, so the guy tells me he is cancelling the order and hangs up on me. Is there anywhere that I can lodge a compliant against this guy???

The easiest way to deal with scum that won't work with you via email or phone is to contact your credit card company (which ever one was involved in the payment of the scammers) and inform them you would like your money back.
