There are only two steps to do it:

1. Get a list of search engines and directories.

2. Submit one by one to each of them, manually.

If you ever use an automatic submission service, your website will get almost instantly penalized.

Make sure your meta tags, meta description and page title are accurate. Do not try and "trick" the search engines by what is know as "keyword stuffing". Keep your keywords concise and appropriate and you'll take priority over those who have abused their code by filling in irrelevent words in an attempt to attract hits.

Obviously submit to as many engines as possible but do not forget link swapping with other webmasters
