How do I switch from British to Panzer Elite in Company of Heroes Skirmish?

I don't know how to be able to use them. I thought that I have to beat their campaign but I can't play the campaign without lagging a lot. do I have to beat their campaign or is there a different way? or you just can't use them at all?
