  1. If this is a threaded headset then you must loosen the centre bolt of the handle bar stem,be it allen[hex]key or a socket.after this is loosened then you should lightly tap it with a piece of wood or whack it with a rubber mallet. Then twist the stem maybe even lube it if needed [with a thin lubricant that will flow down]but only if needed.

If this doesn't work your stem/fork might be an intigrated system that may need some tapping of the head[steer] tube of the frame or try pouring pure vinegar into the top of the stem or fork hole from underneath. After the stem is now removed then you must unscrew the threaded headsets top cover and bearing race, sometimes this is one in the same. After you see bearings then the fork should come out.

In rare cases torching is needed.

If you have a threadless head set then you must remove the stem then remove the top of the head set by tapping lightly the fork steer tube with a peice of wood or whack it with a rubber mallet.Usually a plastic or aluminum round wedge is the locking mechanism.Do not try to pry it with anything sharp or a true tight headset might be not in your future.

This is all I can offer without more info.

I sure hope it can help,if not please add more to your post so help can be more easilly provided
