How do I tame my nippy dwarf hamster?

I got my male dwarf hamster about a month ago. We have been taking good care of him by changing his bedding every week and by giving him fresh food and water every morning. My hamster doesn't always bite, for instance when I was finished changing his bedding yesterday I laid my hand flat in the cage and he gently nibbled it, it isn't painful it sort of tickles, and he climbed on to my hand and I picked him up and pet him, and he was good, he didn't squirm around, or bite, or do anything bad. So I was so happy with how good he was last night, that I tried again this morning. I laid out my hand flat in the cage, he nibbled my finger gently, and then bit it. It wasn't a super hard bite, no cut or punctured skin, no blood. So I pulled my hand away before he did it again. Later when I was adjusting his wheel, he climbed up to the second level of his cage and started to climb out! Just as he scrambled over the edge, I put my hand underneath and caught him. Just as I was about to put him back in the cage he gave me three super hard nips! These were bad bites they drew blood, and I seriously almost cried, I dropped him on my desk top, and he started to run around deciding how he was going to escape. Luckily my sister was there and trapped him under his ball. We put him in his ball then gently dumped him back into his cage. I was so shocked at how bad he had been after he was a little angel last night. My mom said that now unfortunatly, he thinks if he bites he will get dropped and may get away, I knew she was right because a few minutes after I was watching him, and he was standing on his hind legs, examining the same spot he had got over. Is he gonna keep up his biting habit? If so, how do I tame him? I really appreciate this, thanks so much!
