How do I teach Primeape Thunderpunch and Ice punch?

I read on serebii.net, it can only learn it at the Emerald move tutor. I went there with my Primeape and that attack wasn't listed in the moves it could learn. So how do I teach it Ice punch and Thunderpunch?

i don't know why it wasn't listed. did you have enough battle points? you need 48. if you did, i would just use a tm, i guess. sorry.
