How do I tell my hubby he is being foolish with finances?

He joined the military and left me incharge of making sure his bills get paid on time etc. He has two loans that withdraw every month from his account and last month, they forgot to pay him so all of the finances bounced back. Being a good wife, I went into all of the banks and paid (out of my own salary that I am using to support myself) off all of his loans so the interest wouldn't shoot up. Once he got paid, he decided to leave the base for the weekend and spent $350+ buying his buddies drinks and renting a hotel room. He still owes me back for the loans I paid off ($600) and he also needs $600 to be in his account for the next withdrawl. How do I tell him he is being irresponsible without lashing out on his frivious spending?
