How do I track down a person I know the suburb where they lived 15 years ago and their first and last name.?

The wording in your question suggests that your brother is a minor.. AND THE dad does not know.  What you are suggesting is completely inappropriate.. and could even harm chances of your brother having a relationship with him in the future.

This is something that should be handled by the adults involved.

Go to the library and pull the phone directories from that year and each subsequent year. You're looking for addresses and phone numbers. Yes, he's probably moved, but you want to compare each of the listings by the same name. Everybody isn't moving at the same time. Hopefully he stayed in the same geographic area because then it's a no-brainer.
