  1. Sounds like your picture may be a .gif or some other file type which is not editable.  In your graphics program, open the picture.  Select All> Copy.  Open a new blank page.  Paste the picture there.  It will then be converted into the file type which is native to your graphics program.  From there you can save as .jpg.      


  2. you can use a picture editting program. like paint ms, which I think EVERY computer should have, but the quality isn't PERFECT. you can find it in start>all programs> accesories. open the file,  and click SAVE AS, change the format under the editable name to "jpg"

  3. usually any picture editing software like Paint can do it.. Go to Start run type in MSpaint and open the file you want to change then to to save As and change the file extension on the bottom of the Save As window
