How do I turn draw opaque off in MS Paint?

I use MS paint often when i'm playing around and when I try to turn draw opaque off after i save the picture and close it, it's back on and the picture becomes all blurry when i open it. i'd really like to figure out how to fix this problem, Thanks in advance!

When you turn draw opaque off, it only makes the background of a selection transparent. It doesn't change the picture at all. It changes the way the selection tool works.
