How do I turn the modem off without turning computer off?

I was having problems with my internet connection, and I was told by the vista help panel to turn the modem off without turning the computer off and then try reconnecting. How can this be done? Thanks!

Im using XP but it shouldnt be too different, I guess if you just disable your modem by right clicking on My Computer and choosing the Hardware->Device Manager and expanding the 'Modems' item in your hardware list, right click again on the modem that you see on your list and click on Properties, in the property window, there is an option of enable/disable devise. You can switch the state of your device.
