It depends on why its filtered in the first place.  If its school/job and their computers, then you can use a proxy to get around it.  Of course, its more then likely against the terms of usage to do so.  For school you can lose your internet priveleges or for work you could lose your job if you get caught. You can google proxys to find many different ones.

If its your personal computer at home you can use TOR(the onion router).
