How do I use photo bucket to upload pic on ebay?

You need to get an Url adress of the pictures.

For that, "Right click" on the picture in photobucket.

Then click "Copy Image Location". That is the Url adress of the picture.

Get the Url adress and use it on ebay to upload pictures.
