How do U fixes a toilet flange P.V.C. flange to cast iron???

The old flange was brass.It broke and thay fixed it with a lead sleve and that broke.The Cast is 4 inch...

if i understand your question correctly,

the upper plastic flange should be joined to the cast iron via a "no hub coupling".

simply unscrew the "band" and replace as necessary.  i would replace the flange with a "insta - set" of the appropriate size.
