Very simple :-

Use text box to write BLAIR AND PEEZY.

Use another text box to write BP (increase the font to 150 or more,change the text type to that particular font), now select the B and rotate it horizontally.

Then draw another text box (change the font to webdings and find that symbol). Select this symbol and copy and paste it and rotate it horizontally.

i think he just copied and pasted those wings.  on paint there is a text thing (the button is an "A") and you can type in your name like that.

for the BP it looks like he just drew it free hand or made some text really big and then drew on some embellishments with the "pencil" or the "paintbrush"
