How do You Send Money Via Paypal Without Getting Fee's?

My affiliates are complaining about paypal fee's on my site as I originally said I would pay them £20 via paypal / cheque for each sale that they drive to my site, 90% of them said they would prefer paypal but complain about the fee's and I cannot really afford to up it so that they don't get fee'd for it.

Is there a way to send money via paypal and avoid fee's?

send a money order by mail instead.

I believe that if you have funds in the paypal account at the time of payment, and you send as an echeck to another paypal account, there are no fees..

No. Paypal is a business not a charity. I admit it's a bit expensive, though convenient?
