How do bands come up with a setlist

I wanna know how bands make a setlist, like is it by which song is most popular or something else? Please answer!!

they pick the songs that they think would be great live, mixed with the popular songs. they also make sure to play a bunch from a new album if thats why theyre touring. some bands choose a bunch of songs (like NIN) and test them out on an audience then watch their faces and find out which ones caused a bigger rise out of them, then those are the ones that make it on the tour
