How do charges move through a wire that's insulated connected across a battery?

  1. They move through the wire. Wires are made of metals that have lots of free electrons, and it is these electrons that constitute current.

    Whether or not the wire has insulation on it's outside has nothing to do with this current. The insulation is just there to prevent the wire from shorting out to something else, or to prevent you from getting a shock from touching the wire.
