How do charities donating to other countries make sure that the supplies are properly distributed?

If a charity is collecting shoes or other articles of clothing to send overseas to people in need, how do they arrange to (1) send the items and (2) make sure they are properly distributed?

All of the big charities have their own workers that take it there and organise its distribution.

Smaller ones may have contacts at the destination who will hand it out.
