  1. because the public for whatever reason decided its a good idea to buy them new toys because they definately need them and everything...

  2. city and town payer money. the city or town sets aside money for repairs to streets buildings and public safety such as police and fire. the police can also go to the town and explain why they feel they need a newer police vehicle. if there is money available the town or city usually has a vote to approve the money to be used on the cars

  4. all their cars need to be inspected and must be able to not get their Sh*t wrecked if someone tries to run away so as cars get better, cops usually upkeep their cars with the latest police package that their car distributor gives them.

  6. Your tax dollars at work, my friend. However, do consider how old the previous cars were. They generally drive the cars pretty hard to about 150,000 miles or so and then sell them at auction for liability's sake. Those chargers are pretty sweet, though.
