How do countries decide who is rich?

I mean the whole countries. Like one country is rich, the other is not...How is that decided? By what factors? Thanks!

It's not really decided...it depends on what type of government a place has and its natural resources. A place like the US doesn't have distinct social classes, like say India. There are rules and regulations that are much stronger in more wealthy nations.
