    Energy and resources expended on adversarial action draws vital human and material assets which could better the quality of life.

    Modern Cuba is an example of an Island nation focused on the quality of life at subsistence and survival level.  Many island nations have similar perspectives.  They do quite well without military aggression.


  2. A developing economy can benefit because it let liberate resource for to reach the development.

    A developed economy can not benefit because to have this weapons intimate some war attack, but not terrorist attack.
