Apply eyeliner. Black is best, but purple, blue, or any other dark or bright color will work also. These are usually available in a liquid liner. Add a pinch of color if you don't have any colored shadow.I strongly recomend using an angled brush to apply liquid eyeliner (opposed to the wand-thing attached to the cap). Use an eyeliner pencil to apply makeup to the inside of your lower eyelid. Pull it down using a finger below your lash line and carefully apply the liner there. This isn't necessary, but you may look strange if you don't do this. With an angled brush, you can apply a dark eyeshadow or powder around the eye, substituting eyeliner for a softer look. Heavy eyeliner is characteristic of the scene look, but can be hard to pull off. Experiment with different styles and techniques of eyeliner and find what suits you best.

Applying eyeliner all the way around the eye is optional, while winging it out on the sides for a cat eye effect is a common practice. This can be done with an angled brush or a sharp eyeliner pencil. Find what eyeliner look you look good in, and stick with it.

Use bold, neon eyeshadow. When looking for eyeshadow, pick a matte color. MAC, Smashbox and Sephora sell high quality eyeshadows in vivid colors, but cheaper cosmetics are available at Hot Topic stores; just be wary that they are a much lower quality than brand name shadows and do not spread well. A good primer for all day wear though is Urban Decay's Primer Potion or TooFaced's Shadow Insurance. These will keep your shadows fresh all day long opposed to an hour or two with lipbalm or Vaseline. You can also implement a sheer shadow in a matching color around the edges of the shadow to blend out the color, but it isn't necessary.

You may choose to use two contrasting colors of shadow, or two complimentary tones. To achieve this, put one color on one half of the lid, and the other on the other half, and blend them together with an eye shadow brush or overlap the colors.

Done with fake eyelashes and two colors of eyeshadowApply mascara; Mascara can be purchased in rainbow colors, but most mascaras are black, and the former is difficult to find. When you dip the brush into the tube, gently dab off any excess mascara with a square of toilet tissue to avoid clumping or messes. Apply mascara to the inside of your upper lashes using delicate strokes. It's useful to apply mascara before eyeshadow in case you make a mistake or get mascara onto your eyelid. OR, it can also help to do your eyeshadow first if its the powdery kind, whereas the eyeshadow could get on your eyelashes and dry into your mascara, making them look lighter -colored in places and not very attractive. Clumps can be removed using an eyebrow comb or brush. or if you have a steady hand and trust yourself, with a safety pin by slowly separating the clumped lashes and making it look more natural.

You can apply eyeshadow in bright colors starting with the lightest on the outside and slowly fading to the darkest color. Then to make it more dramatic try lining your eye with glitter!
