How do find out if i have a case against housing authority?

i believe i might have a case against my town housing authority, or discriminated or blackballed, ive beeb denied assistance 2-3 times, for certain reasons, when i know of others that same reasons , get assistance, whats good for one should be good for all. or none. many more details.
