How do flowers & bugs hang out on mountains above the tree line?

They do so in the summer where temperatures are more hospitable.  In winters, the habitat above the tree line is too inhospitable for trees which means they won't be there in the summer either.  Since they can occupy those areas in the warm periods, some flowers and bugs can manage in the upper elevations.
