  1. for the post office, there are two ways, 1) through a civil service exam.  2) via a resume.

for clerk, mail handler, carrier, electromotive technician you need to wait for the next exam opening in your area, they will announce exam openings in the civil service newspaper, and in local newspapers.  be ready to respond.

sometimes the test wil not be in your town, but in 2-3 towns away, and you must be willing to travel that far.  when you get notified of the opening, rush down there and fill out a form stating you want to take the test.

    then you wait.

they will give you a date for the post office examination.  don't be late, don't change your address before you get this letter in the mail!!  you then take the test on memory, logic, etc.

based on your exam scores, the top scorers will get into the post office first, the others will be put on a waiting list. it will take at least a year or so before you can actually begin working in the post office.

once in the post office, most likely working on a mail sorting machine like charlie chaplin in the machine age.

you can eventually one day maybe after 3-4 years of slave labor suffering mental abuse etc., be able to transfer to the support services where you can become an administrative assistant, office clerk, janitor, mechanic, computer technician, etc. post office mainly hires from within.

the other way to get into the post office is via a resume.  you need a resume if you want to be an engineer, architect, computer network engineer, and any of the technical jobs in the post office.

as for general government jobs. you NOW have to apply separately to each agency.  start here http://www.usajobs.gov

and find a job you like.

you send in your resume to that agency, in some circumstances there may be a test, or you have to fill out a form,  if you are qualified, they contact you for further details.
