How do i FIND articuno on pokemon blue?

Catch it on Seafoam Island in the northwest corner of the lowest level of the dungeon. Be sure to save your game before you try to catch Articuno as it can take a couple of tries (and a lot of Ultra Balls) to get it. But catch it you must. It's already at level 50 and will learn the powerful Ice attack Blizzard at level 51.

Ah, the three legendary bird Pokemon! You'll be hard pressed to find better examples of pure power complemented by fierce attacks and high speed. All three bird Pokemon are dual Flying types. Articuno is an Ice/Flying Pokemon, Zapdos an Electric/Flying type and Moltres a Fire/Flying Pokemon. Zapdos should be considered to be the strongest in the trio -- even though the three birds' stats lie closely together. There are so many Pokemon out there that are weak to Electric attacks, Zapdos is simply an indispensable addition to any Pokemon team. However, that doesn't mean that Articuno and Moltres are any less important.

Articuno has the highest HP and Defense stats out of the three and packs some devastating attacks. Like all legendary birds, it only learns five techniques on its own -- but Blizzard is strong enough to cause heavy damage to even the most powerful opponent. A well-rounded Articuno could have the following combination of techniques: Blizzard, Fly (great for avoiding attacks), and one or two status-altering techniques like Rest (to heal yourself), Mist (to prevent stat-altering attacks), Toxic, or Substitute.

In  battle, Articuno is especially strong against Grass, Fighting, Ground and Bug types -- both on the offense and defense. Its Ice attacks also kick butt against Dragon and fellow Flying Pokemon. Like all bird Pokemon, Articuno's biggest weakness is to Electric and Rock attacks. While it's a bit stronger to Ice attacks than other Flying types, it should still try to stay away from Ice opponents if possible. Since Articuno's high HP make it a tough foe to beat, be sure to use Sleep and status-altering attacks when you're up against a high-level specimen.
