How do i add effects to photos?

whats a site where i can edit my pictures (add glitters & effects like thermal and neggative thing like that).

i dont mind having a membership but i dont want to download any software.

also could it be free?

But the best thing that i always use is Picasa, type it into google and you can download it for free (:
