It all depends on whether you want to adopt domestically or internationally. You are best off at joing adoption forums and read what people say and ask questions.

You have to be atleast 18 years old.  You have to go through a homestudy, get references from multiple people, go through a criminal background check, get your fingerprints done, show that you can physically and financially take care of a child.  Depending on if you want to adopt through an agency or you county that affects how things get done.  If you go through the county they have classes you have to take and then they come to your house for home visits to make sure it is safe and see how many children you will be able to have there (each child needs their own bed and place to put their clothes and stuff away).  You also have a physical to show you are physically able to care for the child.  They look as psychological aspects as well

First you have to have a home study done.  Then you have to attend classes afterwards you tell them what you are looking for and the foster parents or agencies taking care of the kids along with their social worker reads your home study.

I think they focus on family values, home life,  and stability more than age.

Why not adopt a child from foster care?  There are over 100,000 children waiting for homes in the US, and in most states, it's free.  The requirements are basically that you need to have a stable home and finances, and be emotionally stable (which does not mean that you can't have mental illness, it just has to be under control).  I'm not sure what the minimum age is, but I would guess either 18 or 21.  Call your local DHS, and they can get you started.

Generally speaking, if you are married, have money, and can make your homelife appear stable, you can adopt. An 18 year old who fell into millions and married at 18 could most likely get a child within 2 years.
