How do i apply as freelance writer for phil. daily inquirer and phil. star?

You can write the editor of the department in question; I'll bet the e-mail addresses are in the paper.

But I would guess the papers don't use many freelancers. Most papers have access to wire services, and don't need to pay for outside help.
