  1. http://travel.state.gov/visa/temp/types/...

  2. First, you apply to a school for admission as an international student.  When accepted the school will send you a Form I-20.

Second, you apply to the US embassy or US consulate for an F-1 visa.  You'll need to submit the I-20 with the application.

Third, you'll be interviewed by an American consular officer.  You'll need to prove that you have the financial resources to pay for your studies and living expenses while in the United States without working.  You'll also have to prove that you'll leave the United States and return home when you are finished with school.

If you can provide this proof you'll get an F-1 visa.  When you enter the United States the CBP Officer will give you an I-94 that should allow you to stay in the United States until you are finished in school.

If you fail to show up for school, or if you drop out, the school will notify Immigration and Customs Enforcement and you'll immediately be listed as out of status... illegally in the USA.

Fees for international students are astronomical.  Expect to pay at least $20,000 per year and that's at a cheap, state college.
