  3. The answer depends on what you mean by a government grant.

    If you're asking about the availability of government grants for students who need financial aid to pay for college and university education, then, yes, there are several forms of government grant that are widely available.

    All of these programs are known as "need-based" programs, which means that they're available only to financial aid applicants with "exceptional need".

    Your educational financial aid "need" is determined by the information you provide on the Free Application for Federal Student Aid (or FAFSA) that you must complete every year that you want to apply for financial aid.

    Need is determined by evaluating your income and assets, and, most likely, your parents' income and assets - but the analysis also considers how many people live in your parents' household, and how many are attending college.

    In the most recent year for which data is available (2004-2005), nearly 1/3 of all students attending a US college were receiving a Pell Grant from the US government.

    The average Pell Grant covers only 36 percent of the annual cost of education at a 4-year public university, and only 15 percent of the cost of a 4-year private college.

    The Pell and FSEOG grants represent only 16 percent of all forms of federal financial aid.

    The government does have an extensive social benefits program - Social Security, Disability, GI Bill, etc. Those programs are available to individuals who meet a whole variety of criteria.
