Just check for the low income apartment in your area and call them see if they accept application. Usually it's a long waiting list and might have to wait one or two years. Anyway, follow the directions they give you to fill out the application and turn it in if they're open for applicants.

You may also apply section 8 at housing authority but also it's might have a long list there. Once you get approved, you'll get a voucher for renting any apartments that accept section 8 housing. The HA will send an inspection guy to inspect the unit yearly and renew your status with them on a yearly basis. Any changes of your income will affect your qualification and your portion of the rent.
