How do i avoid a parking ticket on the street (in my LA neighborhood of koreatown) if my car is immobile?

its broken down and wont be moved until about a week from now.

And parking meter if applicable

I was told that if you first call the police department and tell them your situation and then put a note that states what is wrong on the inside of the drivers side window, they will sometimes flag this and help you out.
