How do i become a voice actor in panama city Florida if i live in a small town?

so i lived in los angles but i moved to panama city and just when i decided to be a voice actor and everything just went bad luck because its a small town:[ i need help plz i want to do animation im a big fan of dbz no opions answers only and im only 15 and cant go back on my own and im getting old
