Contact your telephone provider and they will give you the option of blocking certain calls (international, premium etc) or blocking all outgoing calls

if its a mobile there is an option in the menu to block certain numbers on certain phones

if its a landline and its certain numbers call your provider and ask if they can block those numbers (most can block not only groups ie 0906 numbers but also individual numbers too)

if its your parents land line talk to them about getting a code put on the phone and ask them not to tell you then all youll be able to do without their pin is call 999 emergency
