How do i build a galaxy capable of destroying a Galaxy destroying Death ray

You would need to create a galaxy with a super massive black hole in its center and feed that black hole lots of matter. The super massive black hole would then shoot out jets of particles moving at relativistic speeds, bombarding any galaxy that happens to be in its line of sight.
